History

During my younger years, my family and I spent a lot of time moving around which allowed us to gain a knowledge of the areas we had lived in. This includes such places as White City, Ft. Pierce, Venice, North Port, Sarasota and finally our move to Citrus County, which is now considered home to the family. I attended Crystal River Middle School, and then Crystal River High School where later I became involved with the JROTC unit for a couple of years. I graduated during the summer of 1988.

In September of 1988, I joined the U.S. Army and attended basic training at Fort Sill, OK. After training I went to Fort Sam Houston, Texas where I attended medical training and then preceded to Fort Drum, New York where I served out my enlistment, and met my wife, also a soldier in the United States Army. Fort Drum is one of my favorite posts, and one I hope to return to in the future. Shortly after my marriage, my wife left the military.

During my enlisted time, I received several injuries, and so my career in the military was ended, and I began my journey to higher education, which started at Central Florida Community College and finished at Savannah Technical Institute where I received my A.A in Computer Programming graduating at the top of my class with a 4.0 GPA. During my college tenure, I was also inducted into Phi Theta Kappa, the National Honor Society for Two-year universities.

In 1994, my wife reentered the Army, and we left for Fort Stewart, GA. Then in 1996, we left for Europe where we spent three years and enjoyed the European culture we found there. During my stay in Europe, Germany to be exact, I was working with the Directorate of Information Management, and one of my many accomplishments is the Bamberg Army Home Page.

In 1999, I accepted a job which not only would bring us back to the United States, but as fate would have it, back to New York, and even stranger, to Orange County, where I was born. I accepted a job at the historic West Point United States Military Academy, as the Computer Services Branch leader for the Directorate of Community and Family Activities.

In September 2000, I was offered a chance to come back to the 69th Signal Battalion (DOIM) again, but this time in a Chief role as the Chief, Network Operations and Security Center. It has been a new experience, both with the implementation of a brand new organization, as well as the management issues I am involved in now, but hey, it happens, right? :) I have been soaking in a lot of experience, and continuing my career growth.

Goals

My top goal is to build a strong family based on important values taught by my parents, and to pass these onto my children. I enjoy making the most out of life, and if this includes going out and having fun, then all the better.

Sometime down the road, I want to open up a Network Gaming Parlor. This way, I can bring the excitement of network gaming to all those who are interested, and provide an atmosphere in which the youth of today can have fun without the pressure of drugs and alcohol.

And finally, to leave this world with something better because I was here. When it is time for me to pass on, I want to have at least one person out there to know they benefited because I was here...

Information

In 1998, I designed and pulled into action an online gaming group known as the R.A.T. Strike Force. We specialize in any online gaming experience which you can play in a team atmosphere. Games we have entered and became a major part in range from Westwood Studios Command & Conquer Sole Survivor and Kaon's Terra. We also have a presence in other games like Fireteam, Everquest Ultima Online, Diablo II and Utopia (to name a few). Today I am spending my time either playing Guild Wars, Ultima Online, Half Life 2 or Far Cry. There are many other games, but these are the ones that I play the most.

As an avid gamer, I am always making sure that I have an awesome computer system. Over the past couple years, I have moved to laptop gaming due to the portability. I am on the road a lot due to my job, and I want to be able to game wherever I am at. So I first bought a Dell Inspiron 8100 (http://www.dell.com) which was a great system. I didn’t deck it out because I didn’t have the money at the time. But it was very good. Then last year I decided that I wanted something with power. I found an awesome reference site called NotebookForums (http://notebookforums.com). This site was loaded with reviews and introduced me to Sager (or Clevo) equipment. I ended up buying a Hypersonic Aviator GX7 (http://www.hypersonic-pc.com) which was just plain awesome. You can see my review of the system at http://notebookforums.com/showthread.php?t=23926. This includes both the review and pictures. However, with the changes in technology, the laptops have also changed. Now they have PCI-express in the laptops. This boils down to user upgradeable video cards. For a gamer – this is a plus. So I have purchased a Hypersonic EX7 (codenamed Biohazard EX7 due to my love of the biohazard themes). Again, I posted my review of the system (and pictures) at http://notebookforums.com/showthread.php?t=74761. I am simply amazed. J If you check out either notebookforums (owned and operated by PCTorquehttp://pctorque.com) or Hypersonic, let them know Charles/Ratmyr sent you. J And if you buy a system (no matter who from), make sure you post a review and pictures up at notebookforums (obviously a laptop or notebook). It is like a new addiction – sharing in the review of others with their new toys. J

Currently, I am back in Germany, this time Wuezrbug, Germany. This move is was to take on the role as Chief, Network Operations and Security Center for the 69th Signal Battalion (my home Battalion). I am definitely hoping to do more this time around in Europe, than the last, and looking forward to the possibilities to meet other Roettger's here, as well as some of the RATs which I have been gaming with. My family and I have many good friends there, and we can't wait to see them.

My family and I are active members of the Church of Jesus Christ of Latter-day Saints. We enjoy working in our many callings with the church, and fellowshipping with others. 69th Signal Battalion (04/01/2001 - Present) - Chief, Network Operations and Security Center

Wuerzburg, Armed Forces Overseas Germany

Duties: Served as Chief, Network Operations and Security Center (NOSC), responsible for the real-time management, technical operation, operational maintenance, troubleshooting, analysis and security of a Europe-wide NIPRNET, SIPRNET, DRSN and DSN communications network and C4 information systems within the Bavarian region of Germany consisting of six major and 18 subordinate military communities with an approximate customer base of 15,000 personnel. Managed the three branches of Network Operations (NETOPS) and responsible for the overall control and administration of all Information Technology (IT) programs encompassing Information Assurance (IA), Information Dissemination Management (IDM) and Network Management (NM). Exercised staff supervision of 13 Department of the Army civilians and 12 military personnel. Responsible for the recruitment, performance, professional development, mentorship; managed performance objectives, established training plans and provided developmental counselings. Analyzed manning requirements and projected overtime requirements to complete mission, to include providing justifications for salary cap lifts. Served as the senior staff technical advisor to the Commander and six (6) outlying Network Service Centers (NSC) for NETOPS. Routinely provided guidance and technical review for NETOPS focused programs within the AOR, maintaining not only awareness, but also identifying possible impacts the projects would have on the network. Managed the training requirements for the staff by identifying weak performance areas and used these to design, implement and conduct regular internal crew drills and several mission standard event list (MSEL) driven exercises to test and evaluate network event reporting, notification and restoral processes within the Battalion. Responsible for the network utilization analysis and the aggressive staffing efforts that resulted in the expedient growth of our classified/unclassified networks creating one of the most robust networks within the USAREUR theater. Ensured network utilization reports were developed and provided to supporting NSCs and operation cells during live Warfighter exercises to ensure strategic and exercise missions were not affected. Identified unique network requirements for Warfighter exercises, to include COALTION and CENTRIX, and provided oversight to ensure circuits were established and monitoring tools available to provide utilization and analysis reports to key personnel. Provided analysis during and after these exercises identifying choke-points, network performance issues and focus areas to prepare for future exercises. Developed and executed the first series of continuity of operations plans (COOPs) for a strategic Battalion NOSC within 5th Signal Command, by deploying the NOSC to a remote site and utilizing both a strategic network and a deployable communication packages to accomplish the mission.

Duties: Served as team member/project manager of the Concept Project Team, which researched, discussed, planned and initiated a restructure of the 69th Signal Battalion, per guidance from 5th Signal Command. Worked with MOCK TDAs and function descriptions to ensure all elements of the Battalion were manned properly. Continually fine-tuned the SOPs and TTPs (tactics, techniques and procedures) outlining day-to-day operations of the NOSC. Conducted interviews and hired personnel to stand up and implement NOSC operations three months prior to the date identified by higher headquarters. Established quarterly NETOPS meetings for the Battalion personnel. Regularly coordinated with counterparts in other Battalions, higher headquarters and external agencies affected by or involved with ongoing network events within my AOR. Moved the NOSC operations from a 16x5 to a 24-hour operation, establishing shift schedules and manning structure to accomplish the mission. Identified NIPR, SIPR and DSN requirements for a new NOSC facility and then coordinated the requirements to ensure services were in place. Established floor plan designs to streamline access to information. Provided training to shift personnel on network troubleshooting and usage of network monitoring tools, to include Distributed Spectrum, Remedy and DISA’s Integrated Network Management System (INMS). Responsible for the health of the NIPR, SIPR and DSN networks within the Bavarian region of Germany, to include troubleshooting and analysis of hardware/software/network failures, router configuration, switch configuration, bandwidth utilization, traffic load analysis and trouble ticket prioritization in LAN, CAN, MAN and WAN environments. Established user accounts for TACACS using CISCo Secure for both NIPR and SIPR access to CISCO routers and Foundry switches. Routinely established secure and nonsecure video teleconferencing (VTC) with DISA and HQUSAREUR to meet NOSC and Battalion operating requirements. Successfully planned a mission for network monitoring of a Warfighter's exercise, to include coordinating hands-on training for the Integrated Network Management System (INMS) by DISA-Eur, Spectrum and Remedy training by 5th Signal Commander personnel, as well as reporting procedures which not only increased available bandwidth by identifying unauthorized Internet usage, but also provided Commanders with a picture of what type of traffic was being processed during the exercise. Developed and implemented a plan to achieve 100% CAC/PKI access within the NOSC. Fielded NSS use within the NOSC and NSCs. Developed a NSS workgroup template for the fielding of NSS, which has been provided to other Signal Battalions within the Brigade. Regularly provided information briefings on Network Operations as well as the benefits of the NOSC to Warfighter and ASG community senior leaders and information technology (IT) personnel.

Directorate Of Community and Family Activities (06/06/1999 - 09/26/2000) - Team Leader/Computer Specialist

Duties: Served as the Team Leader for the Computer Services Branch of DCFA. Serve as the Information System Security Officer (ISSO), the Information Management Officer (IMO), and the Information Systems Officer (ISO). Developed standard operating procedures (SOPs) and policies as they pertain to the use of computer information systems in DCFA. Prioritizes team projects/tasks to ensure projects are done effectively, and in a timely manner. Developed a training program for the staff of the Computer Services Branch to ensure their career progression and increase their technical proficiency. Responsible for all automation requirements for DCFA, to include the management and administration of 1 Windows 2000 Server, 2 NT Servers, 3 Unix based servers, 5 Novell based file/print servers and over 350 Windows 95 and 98 machines. Identified the required computer needs of the activities, and then assign/procure the appropriate computer hardware/software for their usage. Processed Computer Capability Requests (CAPRs) for the purchasing of new computer equipment/software. Researched and established a Computer Life Cycle Replacement schedule which not only identified those resources which must be replaced, but provided Division chiefs a guideline for automation purchases for next 5 years. The Division chiefs were then able to properly account for automation requirements in their budget. Set up hardware guidelines for new computer equipment. Ensure Anti-virus software is kept up-to-date, and ensure users are kept informed on new viruses found. Ensure system security procedures are in effect, to include screen savers and passwords. Maintain Novell server. Troubleshot hardware/software problems to include network connectivity. Provide technical support onsite with the user, or telephonically. Created network media, to include RJ-45 and RG-58 patch cables, for connectivity to the Army NIPRNET (A-NIPR) and manage client IP addresses and system names.

Community Service Center - Bamberg, 69th Sig Bn (05/10/1997 - 06/05/1999) - Computer Specialist

Duties: Installed and troubleshot analog 4-wire circuits to provide local area network (LAN) capability to Warfighter and sustaining base customers. Troubleshot hardware/software problems, to include network connectivity, operating systems and applications, associated with the Bamberg Military Community wide area network (WAN). Installed and configured network devices, consisting of Cabletron Smart switches, CISCO routers, PAIRGAIN and CODEX modems for connectivity to the Army's portion of the NIPRNET (A-NIPR) to provide customers access into the Global Information Grid (GIG). Surveyed LAN installation sites and installed cabling, patch panels, wall jacks and created RJ45 and COAX patch cabling. Served as the backup HP-UNIX System Administrator. Created, maintained and troubleshot user accounts and passwords through telnet. Served as the backup Network Manager for a community of over 1200 PCs. This included troubleshooting circuits, ensuring installations were done properly and managed IP addresses for the different units.
